This would be a counter balance. Then on the opposing side, have a round weight (if you like) that is not in a fixed position. Have a board extend from the wheel. Then swing the weight against the board like a pendulum. Try it from above the radius of the wheel to above it's axle. If you try this, did you notice any difference ? Is the wheel able to rotate by this type of imbalance ?
